If your game is installed on C:\ where your Windows files are, it could be a problem, I've seen this with other games or mods. My game is installed in D:\Games\Star Wars Galaxies\. Judging by the message in the error, I'm thinking it has something to do with your whole Windows 10 account and its privileges as well as the privileges of the place where the game is installed. I'm guessing you have a genuine, not tampered with Windows 10, like most other people who have no issues with the game.
I don't have a 3rd party antivirus like Kaspersky, NOD32 or whatever and I've used tools like O&O ShutUp10 to disable many annoying bloatware in Windows 10, including Windows Defender, so I know for sure no "antivirus" is interfering with my game. The only difference is that I don't have antivirus. I have the latest Windows 10 with all the latest drivers and everything.

exe as Administrator, it never runs and gives me an error, after dealing with that, I never had problems.
I've been playing since November 2019 and the only problem I had was on new installations where if I don't set the game.
